The only two ways a mark changes

Locked is fine. Flagged is the only real problem.

A billing lapse locks a link at its last-known-good spec — nothing failed, it just stopped changing. A safety flag is the only thing that ever actually pulls a link off the line.

Locked — billing state

Downgrade, cancel, a card that expires.

Your link keeps resolving on a shared domain. Analytics stop accruing new data, the free-tier mark reappears if you'd removed it, the destination locks at its last-known-good address. The redirect itself never stops working.

Flagged — safety state

The one exception: a safety hold.

If a destination is flagged unsafe — at creation, or later if it turns malicious — we freeze it behind a plain warning instead of sending visitors on. A safety call, never a billing one. You're notified the moment it happens.
